Itaru's the extermely genki and zealous council president. He's endearing in
a way that he seems to fit more in the 80s than in the present century - the
safety helmet, coupled with his insane punctuality and recognition of holding
hands as a form of "escort" (lol) definitely makes him one of the more
entertaining characters in Konami's game. It's also much speculated that
Gariben-sama is the love child of GS1's Himuro Reiichi and Morimura Sakuya
(Sakuya contributed the brains and the green hair, while Himuro contributed
the facial features and hairstyle). The result? One conscientious and
overenthusiastic green-haired student topping every exam! An interesting
tidbit linking GS1 to GS2 - Itaru is Himuro's cousin! Flowers addressed to 0123 (Reiichi nii-san when read in Japanese) is amusing,
no? [gummibear believes that Hikami is the crack version of Himuro xD]

What you should do
Meet Gariben-kun in the library after raising your study parameter. You can
also meet him by joining the Student Council (You get to meet your rival,
Onoda Chiyomi, too). The great thing about the Student Council is that there
aren't any mandatory meetings (like sports clubs) but you should probably
use the command quite often anyway.
To obtain the second Hikami ending, have your first kiss with him while he's on hallway patrol and falls on you
:D His subsequent awkwardness around you for the next few meetings is
priceless!
Hang out with him in the library (study function) when he likes you enough (he has to be at :)
and above). If you study well he'll come congratulate you and his feelings for you will increase.
Raise all your stats so you can be closer to him (ranking wise, lol) in the
exams. If you top him, he'll get impressed and have this slightly competitive.
look on his face.
If you can, walk home with him/ invite him to a café if you run into him after
school.
Call him often at the beginning of the game for dates until he moves
into :D state - he'll do most of the asking by then.
Buy him birthday presents and make him homemade Valentine chocolate to get
his affection to go waayyy up.
